The Mines and Geosciences Bureau (MGB) reinforced its commitment to a science-driven approach to disaster risk reduction and management at “The Resilience Agenda: National Policy Dialogue on Disaster and Climate Change” held at the Hilton Manila Newport Hotel on October 29, 2025.
MGB Senior Geologist Dr. Kevin Garas represented the Bureau as panelist in the Plenary Session 1: Resilience by Design: Risk-Informed and Nature-Based Approaches to Planning and Investment.
Dr. Garas's participation underscored that the MGB’s work in geohazard mapping and assessment is the essential first step for better risk- sensitive land use and infrastructure planning in the country. He talked about the applicability of hybrid approach to mitigation and adaptation measures using integrated engineering and nature-based solutions. He also emphasized that improved partnership between NGAs, LGUs and the private sector is key in turning scientific assessments into actionable planning decisions. MGB provides hazard and risk data that can improve the design and siting of infrastructure projects. His input ensured that the dialogue emphasized the need for national development to be anchored on the geological evidence, thereby avoiding the creation of new risks and strengthening preparedness.
The session featured a prestigious panel, including:
- Asec. Mylene A. Rivera (Department of Human Settlements and Urban Development - DHSUD)
- Dr. Sevillo David (Executive Director of the National Water Resources Board - NWRB)
- Dr. Kevin Garas (Senior Geologist of Mines and Geosciences Bureau - MGB)
- Antoine Mougenot (Urban Development Specialist of the Agence Française de Développement - AFD)
This dialogue was a key initiative under the Disaster Risk Reduction Enhancement at Local Level (DRREALL) Project. The MGB's continuous involvement ensures that national resilience policies are grounded in accurate and actionable earth science, contributing to the project’s goal of enhancing DRRM and climate change adaptation (CCA) capacities nationwide.
