The Mining Tenements Management Division (MTMD) held a three-day Focus Group Discussion (FGD) for the finalization of the tenement matters in the proposed revision of the Department of Environment and Natural Resources Administrative Order (DAO)
No. 2010-21.

DAO No. 2010-21 is the consolidated implementing rules and regulations of the Republic Act (RA) No. 7942, otherwise known as the “Philippine Mining Act of 1995,” which is the primary mining legislation governing the exploration, development, and utilization of mineral resources of the country.

In April 2019, the MGB held a national workshop and conference for the preliminary discussions on the proposed revision of DAO No. 2010-21. The representatives of the various Divisions of the MGB Central Office and MGB Regional Offices initially came up with a proposed revised DAO, which was further refined during the 2019 Year-End Seminar of the MTMD and Mine Safety, Environment and Social Development Division (MSESDD) in December 2019.

The FGD of the MTMD, which was held last June 01 to 03, 2022 in One Tagaytay Place Hotel, Tagaytay City, aims to finalize the tenement matters on the proposed revised DAO. Additional proposed amendments and revisions were introduced by the various Sections of MTMD, taking into consideration the policy changes which occurred within the two-year period since the initial discussions held with the MGB Regional Offices.

The proposed revision seeks to streamline the existing regulatory framework and requirements in securing mining rights, including the simplification of procedures for the mining applicants, Contractors, Permittees, or Permit Holders.

The tenement matters of the proposed revision of DAO No. 2010-21 will be consolidated with the proposed revision by the MSESDD and other MGB Divisions, and will be subject to the evaluation of the DENR-MGB Policy Technical Working Group prior to recommendation to the DENR Secretary.
