The Mines and Geosciences Bureau (MGB) Administrative Division, along with the Department of Environment and Natural Resources (DENR) and Civil Service Commission (CSC), conducted a “Orientation for Field Directors on the Assessment of Agencies” last September 23, 2020 at the MGB Multi-Purpose Hall with Ms. Fe P. Lacaba, Director II, CSC Field Office – DENR.

This is part of the Assessment Phase in strengthening the Civil Service Commission’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management, otherwise known as PRIME-HRM. According to CSC, its rationale is “to accelerate the 2015 Vision-Mission to become the Strategic HR Center for the Philippine bureaucracy and Asia’s Leading Center for excellence in HR and OD by 2030”. PRIME-HRM, as discussed before, is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence. It also entails greater engagement not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency.

There are three (3) stages of PRIME-HRM: 1) to assess; 2) to assist; and 3) to award. Along with these are four (4) HR Maturity Levels to observe, as well—this describes how well the behaviors, practices, and processes of an organization can reliably and sustainable produce outcomes. Before PRIME-HRM was established, there was only the Certificate Records Assessment (CRA)/HRM Systems Assessment, along with the use of Manual Assessment Forms. Now, there are multiple factors such as the 4 Core HRM Maturity Levels – System Assessment, HRMO Competencies Assessment, and Practices Assessment, CRA, and the use of computer-assisted assessment forms. Presently, MGB is under HR Maturity Level I or “Transactional HRM.”  The said orientation is one of the requirements to be accredited to Level II HR or “Process-Defined HRM.”

Through the Assessment, well-trained assessors, a high-quality assessment process system and thorough of strengths and determining the areas of improvement in the four core HRM systems along with the immediate actions needed to address the aforementioned areas can be expected.
