The Office of Civil Defense (OCD) organized the “Scoping Workshop on the Development of National Database on Pre-Disaster Baseline Data of NGAs and LGUs” workshop last April 8-11, 2025, at the Madison 101 Hotel, New Manila, Quezon City.
This scoping workshop aimed to develop a framework and roadmap for developing a robust national and local database for pre-disaster baseline information that can be utilized during response operations, humanitarian activities, and post-disaster needs assessment (PDNA). It was attended by twenty five national government agencies and their representatives as well as subject matter experts from the Philippine Statistics Authority (PSA), United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), Philippine Institute of Volcanology and Seismology (PHIVOLCS), Local Government Unit of Quezon City, and the Ronin AGS Team.
The DENR-MGB was represented by Mr. Jude O. Equila, Science Research Specialist II of the Lands Geological Survey Division (LGSD), who serve as an active member of the MGB Operation Center which provide important pre-disaster baseline data to the NGAs and LGUs through daily production of timely warnings send through the National Disaster Risk Reduction and Management Council (NDRRMC), OCD cascaded down to the LGUs.
Mr. Equila discussed that MGB has regularly provided NDRRMC the pre-disaster datasets, such as MGB Brgy Listing for areas susceptible to rain-induced landslide and flooding, along with threat advisories during disaster events. Additionally, he has highlighted the open access of geohazard maps through the MGB government portal.
As one of the science warning agencies of the NDRRMC for rain-induced landslides and flood hazards, the MGB is tasked to support the OCD in their endeavor on the critical importance of baseline data in effective disaster risk reduction and management (DRRM) and rehabilitation and recovery interventions is tasked with the development of a national response table (NRT).
