The Mines and Geosciences Bureau Employees Association (MGBEA) conducted its Continuing Employees Welfare Program and Benefits Forum – Series VIII from May 6 to 8, 2025, at Mella Hotel, Las Piñas City.
The three-day forum, with the theme “United for Sustainable Public Service: Strengthening the MGB-MGBEA Partnership,” focused on enhancing collaboration between MGB management and employees in implementing the 2024 Collective Negotiation Agreement (CNA), with a strong emphasis on employee welfare and development.
The forum opened with a warm welcome and inspiring message from MGB MIMAROPA Regional Director Felizardo A. Gacad, Jr., highlighting the importance of employee welfare in delivering quality public service. MGBEA National President Emma Rodelie M. Deverala followed with an overview of the forum's goals and guidelines.
The first day included a session on Public Service Values by Legal Assistant Glenda B. Quinto, with Ms. Gemma Bastian hosting. In the afternoon, Civil Service Commission’s Ma. Mercedes Bullas discussed key provisions of PSLMC Resolution No. 13, Series of 2023, emphasizing employee rights and responsibilities. Ms. Deverala concluded the day with a synthesis encouraging workplace wellness advocacy.
On day two, MGBEA National Assistant PRO Josephine Aleta moderated the morning session, which featured Administrative Officer Leilani M. Saunders on Learning and Development (L&D) planning. An open forum was held to tackle L&D and HR concerns. In the afternoon, a session on drafting 2025 Work and Financial Plans for MGBEA-led activities was led by PEO III Florian D. Servidad, with inputs from PPIAD and the Financial and Management Division. Engr. Teodorico Sandoval closed the day with a message reaffirming MGB’s support for welfare programs and the role of employee feedback in policy-making.
The final day recapped previous discussions and featured chapter presentations on workplace issues, led by MGBEA VP for Luzon Engr. Danilo Fernandez. A plenary session with Ms. Deverala wrapped up the forum, emphasizing the value of collective dialogue in shaping future welfare initiatives.
The final day featured chapter presentations and an open plenary, encouraging participants to raise workplace concerns and propose welfare strategies. A ceremonial turnover capped the event, with former MGBEA President Dr. Maybellyn Zepeda passing the torch to the new National Council.
In her closing remarks, Ms. Deverala called for continued unity and engagement in advancing employee wellness. The forum reinforced MGBEA’s commitment to a healthier, more empowered public sector workforce.
