Aimed at identifying and capturing the necessary knowledge and skills required for a particular position as well as the desired attitudes to ensure the kind of performance that meets organizational goals, the Mines and Geosciences Bureau (MGB) conducted the Seminar-Workshop on the Updating and Validation of the MGB's Competency Based System (CBS) to come up with updated competencies and revised job descriptions for each position.
The Seminar-Workshop was attended by all division chiefs from the Central Office and MGB Regional Offices. It was held on July 26-28, 2016 at the Sunrise Holiday Mansion Hotel in Alfonso, Cavite.
Ms. Jacqueline G. Galvez, CBS consultant, presented the concept, model and process involved in updating and validating the competencies of each position. She emphasized the need to update and validate the competencies in order to provide a consistent basis for the development of the needed human resource initiatives.
In his opening message, OIC-Assistant Director Atty. Danilo U. Uykieng stressed the significance of the CBS in various human resources mechanisms like recruitment, selection and promotion process, performance evaluation, career pathing and strategic human resource development plan.
During the Seminar-Workshop, all division chiefs were clustered into four groups: geoscience; mine safety, environment and social development; mine management; and administrative and financial management groups. Each cluster worked on the core competencies required for each position in its respective division. The core competencies were classified in three categories: functional competency, cross - cutting functions, and leadership competencies. The workshop focused on the definition, description and indicators of competency.
The Seminar-Workshop was first of a series of CBS-related activities that will be undertaken by the Administrative Division in coming up with a five-year strategic human resource plan for MGB and the learning and development plan for 2017.
