The Korea International Cooperation Agency has initiated a three-year fellowship program, through the Mine Reclamation Corporation (MIRECO), on Advanced Training Course of Capacity Building of Mine Hazard Management for Sustainable Development, which started in year 2018 to increase capacity for the planning and implementation of various strategic policies and management technologies on mine reclamation sector of participating countries.

The second phase of the program, which was attended by Mr. Christian Kevin A. Latiza of Mine Safety, Environment and Social Development Division, was designed for working-level officials that aimed to develop capacities on implementing projects related to policy and system on mine environmental management.

The training course was held in Seongnam and Wonjun City, South Korea on June 17-29, 2019 with the following lectures and activities:

  1. Policy on Mine Development and Environment Conservation;
  2. GIS System and Mapping using Unmanned Aerial Vehicle;
  3. Action Plan(AP)/Project Concept Paper Methodology(PCP);
  4. Policy on Post-mining Land Use;
  5. Guide for Mine Hazard Investigation;
  6. Visit to Hamtae AMD Treatment Facility; and
  7. Presentation of Country Report and AP/PCP.

The final output of the training is the development of an AP or PCP, per participating country, based on its respective current issues on mining and using the information gained from the different modules and discussion during the entire training as inputs. The training involves mine environmental management policy, system and practices.

Out of the eight (8) participating countries, the Philippines’ proposal on Nickel Mine Reclamation/Rehabilitation Towards Ecological Restoration was selected as the “Best PCP.” A group of MIRECO technical staff will come to the Philippines to discuss further the said proposal for possible funding and implementation.
