The National Summit for the Presentation of the proposed amendment of the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 7076 and the 1st National Assembly of the Philippine National Coalition for Small-Scale Miners with a theme “Responsableng Pagmimina… Kaunlaran ng Bayan” was held last July 29 to 31, 2019 at the Provincial Capitol, Nabunturan, Compostela Valley.
The National Summit and 1st National Assembly of the Philippine National Coalition for Small-Scale Miners was attended by representatives from various government agencies such as the Department of Environment and Natural Resources (DENR), Mines and Geosciences Bureau (MGB), Bangko Sentral ng Pilipinas (BSP), National Council for Indigenous People (NCIP), Local Government Unit of Compostela Valley, other agencies such as BAN TOXICS, Caring Gold Project, Social Justice Decent Work and Small-Scale Miners from all over the country.
The first day covered the 1st National Assembly of the Philippine National Coalition for Small-Scale Miners with series of presentations on Human Rights and Formalization, Miners in the Philippines Talk Show, Presentation of Compassionate Gold Business Model & Certification module, Republic Act (RA) No. 11256, An Act to Strengthen the Gross International Reserves, Proposed Amendments of RA 7076 and Artisanal and Small-scale Gold Mining National Action Plan. The open forum was composed of Engr. Nonita S. Caguioa Assistant Secretary for Mining Concerns-DENR, Atty. Geroncio R. Aguio, Regional Director-NCIP, Atty. Illuminada Sicat, BSP, Mr. Catalino Rivera and Atty. Deinrado Dimalibot, Caring Mining Gold Project, Mr. Rey San Juan, Jr., BAN TOXICS, and Engr. Teodorico A. Sandoval, Mining Technology Division-MGB
The second day looked into the National Summit for the Presentation of the proposed amendment of the Revised IRR of Republic Act No. 7076. An overview of Small-Scale Mining in the Philippines was discussed by Engr. Teodorico A. Sandoval and the draft amendment of Revised IRR of RA 7076 was delivered by Engr. Joel A. Natividad. The open forum was panelled by Engr. Nonita S. Caguioa Assistant Secretary for Mining Concerns-DENR, Atty. Wilfredo G. Moncano, Director-MGB, Atty. Geroncio R. Aguio, Regional Director-NCIP, Engrs. Teodorico A. Sandoval and Joel A. Natividad, Mining Technology Division-MGB.
The third day covered mine visit in small- scale mining areas of Masabong Village Small-Scale Miners Association and Barangay Sta. Cruz Small-Scale Miners Association Rosario Agusan del Sur, Inc., located in Rosario, Agusan del Sur.
