The Civil Service Commission (CSC) issued Resolution No. 2000659, dated July 8, 2020, stating the interim guidelines on appointments and other human resource actions for the period of State of Calamity brought by the COVID-19 pandemic.

The interim guidelines ensure that CSC shall continue to deliver vital services amidst the pandemic. Its purpose is to lay down the parameters on appointment processes and other human resource actions during the State of Calamity period.

 

The scope of the general guidelines covers new details on:

 

  • the publication and posting of vacant positions; 
  • recruitment and selection process; 
  • issuance of appointment; 
  • submission of appointment; 
  • action on appointments; 
  • assumption to duty;
  • probationary period;
  • reassignment, transfer, detail, designation; 
  • filling up of vacant positions resulting from promotion

 

It will apply to appointments to first and second level positions, as well as second-level executive/managerial positions in the career service, and those appointed to the non-career service who are non-presidential appointees.

 

The resolution shall take effect retroactively on March 16, 2020, the date of the President's declaration of State of Calamity in the country, and shall remain in force until the same has been lifted by the Philippine President.
