MANILA—Resources giant Glencore PLC’s decision to quit the Philippines has deepened the sense of gloom in the country’s mining sector, which company executives claim is being throttled by government regulation. While other resource-rich countries incentivized mining during the global commodities boom, the Philippines did the opposite, according to mining executives, by imposing a freeze on new mining permits and threatening to hike mining taxe.
