At least four individuals are ready to come out to testify against De Lima to establish her alleged drug links as well as a supposed bank accounts that allegedly serve as a depository account for all the money collected from drug lords and other high-profile inmates.

Espino's designated Provincial Administrator, who is Undersecretary Baraan's brother Raffy, is described in the matrix as one who "was used by Espino to cover all illegal activities". He was already dismissed by the Office of the Ombudsman because of "black sand mining and quarrying".
"[Raffy Baraan] knew about all illegal activities of [Governor] Espino," the President's notes said.
