In preparation for the full implementation of the prescribed performance evaluation system for government agencies, the Mines and Geosciences Bureau (MGB) recently conducted the "Orientation on the Implementation of the Strategic Performance Management System (SPMS)” in compliance with the Civil Service Commission (CSC) Resolution No. 1200481 and Memorandum Circular No. 6, series of 2012.

The new SPMS is a mechanism that puts premium on major final outputs that contribute to the realization of organizational mandate, mission/vision, and strategic priorities.  It is focused on linking individual performance vis-?-vis the agency's organizational vision, mission and strategic goals.  It is envisioned as a technology composed of strategies, methods and tools for ensuring fulfilment of the agency functions and for assessing its accomplishments.

Ms. Claudia A. Tan, Director of the CSC Field Office for the Social Security System and the Department of the Interior and Local Government, served as the resource person, where she reiterated the significance of the SPMS implementation particularly in the areas of promotion and performance bonus.

According to the Tan, the over-all performance of an organization rests on how the Office Performance Commitment and Review (OPCR) is communicated or cascaded to all the employees.  In turn, the OPCR will translate into a Division Performance Commitment and Review (DPCR) and eventually to an Individual Performance Commitment Review (IPCR) for each employee.

Tan also pointed out the four-stage PMS cycle performance: (1) planning and commitment; (2) performance monitoring and coaching; (3) performance review and evaluation; and (4) performance rewarding and development planning.  The workshop focused not only on the rating scheme but also on the development of success indicators.

The said Workshop was participated in by Division and Section Chiefs of the MGB Central Office; and Chiefs of the Finance and Administrative Divisions, and the designated Personnel Officers of the MGB Regional Offices.  Dr. Elmer B. Billedo, MGB OIC-Assistant Director, graced the event held on February 26 to 28, 2015 at the Sequioa Hotel in Quezon City.
