The Mines and Geosciences Bureau (MGB) was rated number 1 and ranked as BEST among the Bureaus and Attached Agencies Cluster in the DENR in line with the granting of the Performance – Based Bonus (PBB) for 2015. MGB had a total score of 10.52, followed by National Water Resources Board and National Mapping and Resources Information Authority with a score of 10.50 and 10.32, respectively, both of which were ranked as BETTER. The other bureau and attached agencies in the cluster that were ranked as GOOD included Lands Management Bureau, Forest Management Bureau, Environmental Management Bureau, Biodiversity Management Bureau, Palawan Council for Sustainable Development and Ecosystems Research and Development Bureau.
The PBB is among the government incentive schemes under the Performance – Based Incentive System (PBIS) that serves to recognize and reward commendable accomplishments by agencies and individual employees of the public sector. It is given to employees depending on their actual performance and contributions to the accomplishment of their respective agency targets. On the other hand, the PBIS seeks to align personnel efforts with organizational targets by encouraging higher performance and greater accountability in the government.
The DENR, including its attached agencies, has qualified to the PBB since it has achieved 90% of its targets performance under the FY2015 General Appropriations Act, passed the Good Governance requirements, and accomplished the performance targets under the General Administration and Support Services, and Support to Operations. Further, it should be noted that the DENR even accomplished its targets under the Planning Tools to the Office of the President.
With MGB being ranked as a BEST delivery unit, its employees shall be entitled to the maximum incentive provided under the PBB. The employees shall be ranked according to their performance, with its best employees receiving PhP 20,000.00 and PhP 10,000.00 respectively.
The PBIS was institutionalized under the harmonized Results-Based Performance Management System (RBPMS), which serves as the single performance management system for the whole of the Executive Branch, in place of the multiple and disparate performance management systems that are currently being implemented. It seeks to rationalize, harmonize, streamline, simplify, integrate, and unify the performance management systems and activities oversight government agencies.
