The Mines and Geosciences Bureau (MGB) recently held its programming workshops for the finalization of its 2018 Work and Financial Plan (WPF) and to prepare for its implementation in 2018. Two separate workshops were conducted, one for the MGB Central Office (CO) divisions on 07 November 2017, and one for the MGB Regional Offices (RO) on 15-19 November 2017.

Aside from the workshop proper to finalize the WFP, discussions were conducted on topics such as the Program Expenditure Classification (PREXC) framework, the Performance Based Incentive and the 2017-2022 Philippine Development Plan (PDP). These topics were necessary to level-off the various delivery units on the deliverables for 2018 and beyond, except for the PDP which already has a deliverable for 2017.

The PREXC is the third and final update of the Performance Informed Budget (PIB) which is a shift from Output-based (Major Final Output) to Outcome-based Structure (Organizational Outcomes). The PIB, which started in 2013, now reflects not just the budget of each agency, but also the purpose of funds, outputs that will be produced or services that will be rendered, outcomes that would be achieved by the outputs, and the performance indicators and performance targets. Also discussed in the PREXC was the 2018 National Expenditure Program which defines the budgets of the MGB CO and the various RO. The Performance Information Reporting was likewise discussed in the PREXC.

Under the discussion on Performance-Based Incentive System, the results of the rating and ranking of various MGB RO and various divisions of the MGB CO for the 2016 Performance-Based Bonus (PBB) were presented. MGB is now awaiting the results of the evaluation of the Inter-Agency Task Force on PBB as to the eligibility or non-eligibility of MGB for the 2016 PBB. It was noted, however, that management believes MGB will be eligible for the 2016 PBB.

On the workshop proper, the monthly targets, budget and cash requirement for the various MGB RO and divisions of the MGB CO were presented by the Regional Directors and Division Chiefs, respectively, and was critiqued mainly by the Planning, Policy and International Affairs Division. After the presentations, the various delivery units adjusted their WFP and submitted the revised WFP on 18 November 2017. Discussions ensued during the presentation of the WFP particularly on the programming of cash requirement, and completion of groundwater resource assessment of all provinces and coastal geohazard assessment of all coastal cities/communities, except provinces and cities/municipalities, respectively, in the Autonomous Region of Muslim Mindanao.

MGB is now finalizing the detailed consolidated 2018 WFP for approval by the management. With its output, MGB is now ready to implement its programs, projects and activities for 2018.
