House Bill (HB) No. 45, an Act Declaring the City of Cagayan de Oro a Mining-Free Zone, was filed July 1, 2013, by siblings Cagayan de Oro City (second district) Rep. Rufus B. Rodriguez and AbaMin Partylist Rep. Maximo B. Rodriguez, Jr., to avoid the adverse effects of mining to both humans and the environment and to prevent flash floods from recurring in the area.
