Two (2) Senior Metallurgists of the Mines and Geosciences Bureau – Metallurgical Technology Division (MeTD), Engr. Bernardo V. Bitanga and Engr. Roberto D. Caseros, were among the successful applicants who made it to the Development Academy of the Philippines (DAP). On April 5, 2016, the two were officially confirmed as scholars of the Middle Managers Class (MMC) Batch 12-Banyuhay by the National Government's Careers Executive Service Development Program Steering Committee.

Engrs. Bitanga and Caseros are now undergoing the MMC's two (2)-phase curriculum namely, Residential Training and Re-Entry Project (ReP) Implementation, which started on April 25, 2016. The Residential Training Phase is composed of a rigorous five (5) months in-house training, sensing journey in a rural community and ReP development. Scholars will reside at DAP Conference Center (DAPCC) in Tagaytay City during the duration of such phase. The second is the ReP implementation phase which will take place within six (6) months after the closing of the Residential Training. Upon the completion of all academic requirements of the program, scholars will be granted a Master's Degree in Development Management.

Prior to the grant, aspiring scholars underwent an intensive admission process which included personal and managerial skills assessment, and panel interview. Aside from the two (2) MeTD personnel, Engr. Manuel M. Binuya of the Mining Tenements Management Division also made it to the DAP's scholars list.

DAP's MMC course is designed to produce middle managers who will possess the ideal qualities and characteristics of effective government leaders in order to promote stability in the organization while expanding its contribution to the society.

After a week at DAPCC, Engrs. Bitanga and Caseros quoted "We are very thankful to be part of MMC Batch 12-Banyuhay. At first, we are surprised of how fast the phasing is and how voluminous our study load each day. But we believe that this endeavour will boost our competence and leadership which we can apply to support our own Office".
