The PMIEA was established under Executive Order No. 399 on February 03, 1997 in compliance with the policy that mineral exploration and mining operation shall be pro-environment and pro-people. The said award is being conferred every year to mining companies which showed exemplary practices in safety and health; environmental protection and rehabilitation; and community and social development and management. This recognition is in line with the call for the Philippine Mining Industry to promote and practice responsible mining.

Corollary to this, the Mining Forest Program, established by the Department of Environment and Natural Resources (DENR) Administrative Order No. 22, Series of 1989, thru the National Executive Committee, and based on the set criteria and rating system, will select the Best Mining Forest.
